The problem

ISBNs and deposit
ISBNs and legal deposit for Irish publishers
ISBNs are allocated by the national agency in the country where the publisher is based. For the Republic of Ireland that is the ISBN Agency run by Nielsen, which also serves the UK. An ISBN is not a legal requirement, but bookshops, libraries and distributors rely on it, so most authors who want their book in shops use one. Each format needs its own number, so a paperback and an ebook need two.
Legal deposit in Ireland is set out in Section 198 of the Copyright and Related Rights Act 2000. It requires publishers to deliver a copy of a new book to the National Library of Ireland, and copies to other designated libraries, including Trinity College Dublin and the British Library. Since December 2019 the law also extends to digital publications. We prepare the deposit so the book enters the national record, and we tell you what each library is entitled to before you order print copies.

From the ISBN Agency for the UK and Republic of Ireland, which is run by Nielsen and sells numbers through its online store. ISBNs are allocated in the country where the publisher is based, so an Irish self-publisher should not buy from the US store. A free platform ISBN is another option, but the platform is then listed as publisher. We help you choose and set it up.

No. The ISBN Agency itself states that allocating ISBNs is not a legal requirement. In practice, bookshops, libraries and most distributors use the ISBN to identify and order a book, so if you want your book stocked or catalogued, you will want one for each format you publish.
You do. The manuscript, the design files and the publishing accounts are yours, and royalties are paid to you. If you buy your own ISBNs, you or your imprint are the publisher of record. Ghostwritten books carry your name as author.
